Refuted if, for some system of units in a state (units with interventional transition probabilities, as the paper defines a substrate), the postulates as the paper formalises them do not settle whether it is conscious, to what degree or in what way: shown, as Hanson and Walker (2023) showed for IIT 3.0, by a system whose complexes, φs values or Φ-structures come out more than one way under the paper's own rules, its rules for ties included, or turn on a choice the postulates leave open. Computational cost is not a refuter: the sentence says in principle.
